Someone in the YouTube comments suggests it could have been an undercover cop, hence the reason why there was no pursuit. Personally, I think it’s a BS case and that the police really botched it on this one.

My best guess is that the guy in the Explorer was either:

A. Too lazy to do anything about it

B. Off duty in civilian clothes for whatever reason

Where I live at least, cops who are not in their jurisdiction can pull people over. Usually they’ll call a unit that does have jurisdiction though.

Like, the sheriffs department here is only responsible for courthouses and jails. But if they see somebody committing an offense, they can pull them over and will usually hand if off to the regular police. I see shit like this pretty frequently and at the end of the day, the police is the police.

That’s the least he could have done.

And if he really actually wanted to do his job, pull the guy on the highway and radio for a State Pooper.

Another thing worth mentioning, is that I’m pretty sure since the offense was in the city and not on the highway, that the officer could have pulled him over on the highway anyways.

Said that he didn’t commit a felony.

Is failure to stop after an accident not a felony over there?

Is failure to leave or exchange details at an accident not a felony?

Is driving without due care and attention not a felony?

With regards to jurisdiction. I live right on the England Scotland border and we get Scottish police officers come into our store.

I asked them what powers they had in England and was told they have the power to detain but not arrest so they can detail someone like a civilian arrest but would have to wait for an English officer to make the actual arrest.

That officer could of followed them radioing details to other officers, also the incident happened whilst they were in their jurisdiction and would be perfectly justified in following and/or trying to stop the vehicle.

Sounds like it was close to the end of their shift and they really couldn’t give a crap and wanted to finish work on time.

I’m still amazed that after the police car pulled up, the driver reversed and drove away. I was expecting the guy to get out almost straight away.

What makes someone commit such an obvious incident, then stop, have a police car pull up, then go, ‘hmm, I think I can get away, okay I’m going’ and then slowly pull away, not speed off but slowly pull away around the rear of the police car?

My wife was in a wreck last year. Unfortunately, she wrecked in the wrong parish (county). Two-hundred yards further and she would have been in our local parish with a sheriff’s office that handles all accident calls. Instead, she wrecked in East Baton Rouge parish who pawns all accident calls off to the state police, no matter how big or small. We moved everything onto the shoulder and proceeded to wait nearly two hours for someone to show up to take a police report and clear the wreckers to start hauling away cars.

After the police arrived, blue light gawkers caused two more wrecks by not paying attention to the road in front of them. What was a two-car wreck became a seven-car spectacle in three acts of vehicular carnage.

To answer your three questions: No, No, No. Those would be classified as Infractions, Misdemeanors at the most. Felonies are beatings, shootings, robberies, etc.

Sucks he got it, no doubt. but As for the guy in the video saying he’s “stuck with the bill”? He is either misinformed or a FOOL for not buying uninsured/under-insured motorist coverage.

Cops will have strict guidelines for when they can “pursue” someone, which obviously puts the public at risk. The whole “out of jurisdiction” shtick was just a lazy officer who didn’t feel like doing his job. He didn’t need to chase the guy down, just flash the lights and sirens a few times.
